Survei tahun 2003 mencakup 133 negara. Hasilnya menunjukan tujuh dari setiap sepuluh negara (dan sembilan dari setiap sepuluh negara berkembang) memiliki indeks 5 poin dari 10.   1.      Kronologi Permasalahan PT. Telkom serta PT. AriaWest Internasional   Telkom cidera janji Statment pihak AWI ini rasanya mau menegaskan kembali posisi PT Telkom yang dikira sudah cidera janji dalam kontrak KSO( kerjasama pembedahan). Tadinya, pada 1 April 2001 AWI menghasilkan luncurkan yang melaporkan grupnya hendak menyetop pembayaran pemasukan ke Telkom.
